I worked in a major University library that implemented a giant version of something like this that used a robotic arm/retrieval mechanism on a rail to move bins of books around. The cool thing was that you could index by barcode, meaning a book could go into any of the bins and be retrieved at an arbitrary future time.
I always wanted to do a study of the lowest used bins to see heavily used items migrated to frequently used bins and never used items started to coalesce in lower usage bins. It seemed likely that eventually you'd see a set of more worn areas in the system.
