I would think so yes. It definitely wouldn't introduce more or even allow more moisture to get in. I'm tossing around the idea of making a claimant controlled box for Filament, something like what they do for Cigars and Wine.

Under a vacuum, the boiling point goes way down too, so if you could use a vacuum and modest heat you'd be doubly effective at getting the moisture out. A lot of luthiers use vacuum ovens (kilns) to dry out wood for instruments this way. I believe Gibson does this for the Les Paul.
So maybe a small mini-frig could be converted into a vacuum chamber.
(Although last night I had just as much "popping" and air bubbles in my brand new filament that was vacuumed wrapped as I did my stuff that has been on a shelf for a year)

It's time for a new dishwasher, the motor sounds like a dinosaur in heat, I wonder if it would make a good vacuum chamber. It has a heating element and a seal on the door, hummm wheels-a-turnin.
